The government has confirmed that the Renters’ Rights Bill will not receive Royal Assent until after the summer recess. 🍂
Lucy Powell, Leader of the House of Commons, said on Thursday, July 17 that the Commons will consider the Lords’ amendments on September 8. This means that the Bill is likely to receive Royal Assent before the Conference Recess starts on September 16.

🔑 Key Elements of the Bill
• 📆 All tenancies become periodic
Fixed-term ASTs will end overnight once the law takes effect.
• 📈 Rent increases limited
Section 13 notices—allowed once per year—will be the only way to raise rent.
• 🚫 Section 21 abolished
No-fault evictions scrapped. All evictions must go through Section 8.
• ⚖️ Section 8 expanded
More mandatory and discretionary grounds added to support landlords.
• 💰 Rental bidding banned
Agents and landlords can’t accept offers above the listed rent.
• 🐾 Pets allowed by default
Tenants can’t be unreasonably refused. Mandatory pet insurance has been withdrawn, as Peers voted to permit landlords to request an additional three weeks' rent as a deposit to cover potential pet damage.
• 🧑⚖️ Landlord ombudsman introduced
Disputes will be resolved without needing to go to court.
• 🗂️ PRS database launched
New digital register for landlords, properties, and enforcement actions.
• 🏚️ Decent Homes Standard applied
All properties must meet minimum quality standards.
• 🚫 No discrimination
Landlords can’t refuse tenants on benefits or with children.
• 🏠 Councils gain power to conduct surprise visits
Local authorities will be able to enter private rented properties without informing the landlord in advance to prevent unscrupulous operators from hiding evidence of breaches or intimidating tenants. Previously, officials were required to give both residents and owners 24 hours’ notice of enforcement action, and this requirement will remain for residents. Landlords and property owners will now be informed within ‘a reasonable amount of time’ after the entry has taken place.
