What do we know?

Whilst the legislation became law on 27th October 2025, before measures take effect the UK Government will introduce detailed regulations to set out how each part of the legislation will work in practice and a timescale for its implementation. 


What's first?

Only one date has been confirmed so far; from 27th December 2025 Local Housing Authorities will gain stronger powers.

Local Authorities will have stronger powers to investigate whether a landlord or letting agent has breached certain housing laws, and actions that may involve illegal eviction, poor standards, and non-compliance. These powers allow authorities to request information, seize documents, and enter business premises under certain circumstances when they are investigating whether a private landlord or letting agent has broken certain laws.


What's changing?

  • LHA investigation powers are expanding. Councils can request information under Sections 114โ€“115 from anyone who has acted as a landlord, agent or licensor within the past 12 months, and they may enter business or residential premises to investigate suspected breaches.

  • Compliance checks will increase. LHAs can now investigate whether agents belong to an approved Client Money Protection (CMP) scheme, and use information from tax, benefit and deposit databases to identify potential non-compliance.


Further sections of the Act will be introduced in stages, with details on commencement and regulations still to follow.
