
š Rentersā Rights Bill: What Landlords Need to Know
The Rentersā Rights Bill is the biggest shake-up of the private rented sector since 1988. Introduced to Parliament in September 2024, itās expected to become law by summer 2025 and take effect between October and January.
Landlords will face major changes ā hereās a quick overview of whatās coming and how to prepare:
š Key Changes
⢠š All tenancies become periodic
Fixed-term ASTs will end overnight once the law takes effect.
⢠š Rent increases limited
Section 13 noticesāallowed once per yearāwill be the only way to raise rent.
⢠š« Section 21 abolished
No-fault evictions scrapped. All evictions must go through Section 8.
⢠āļø Section 8 expanded
More mandatory and discretionary grounds added to support landlords.
⢠š° Rental bidding banned
Agents and landlords canāt accept offers above the listed rent.
⢠š¾ Pets allowed by default
Tenants canāt be unreasonably refused. Landlords can request pet insurance.
⢠š§āāļø Landlord ombudsman introduced
Disputes will be resolved without needing to go to court.
⢠šļø PRS database launched
New digital register for landlords, properties, and enforcement actions.
⢠šļø Decent Homes Standard applied
All properties must meet minimum quality standards.
⢠š« No discrimination
Landlords canāt refuse tenants on benefits or with children.
āļø What Happens Next?
The Bill is in the final stages in the Lords and will likely pass unchanged due to Labourās majority. No major court reform is expected before Section 21 is abolished.
