Where is the bill now? What are the suggested amendments and when we can expect the law to come into force?
The Government has now announced the dates for the committee sessions on the Renters' Rights Bill. These will take place on 22 April, 24 April, 28 April, 6 May, 12 May, and 14 May — more than two and a half months after the Bill's second reading. 🏛️📆
As a result, the Bill is now expected to receive Royal Assent and become law before Parliament’s summer recess in July. However, it will not come into effect immediately; there will be a further delay of at least two months. This means the legislation is unlikely to become a practical reality until sometime between October and December 2025.
What happens next?
Following the committee stage (a detailed, line-by-line examination of every part of the Bill), the Bill will move to the report stage in the House of Lords. This is another opportunity for further scrutiny and for Peers to suggest additional amendments. After the report stage, the Bill proceeds to its third reading.
Finally, the Bill will return to the House of Commons, where MPs will review and consider any changes made in the Lords before it can move towards becoming law.
There are some suggested amendments currently being discussed. These include:
🔹 Smaller landlords with fewer than five properties still being able to issue Section 21 ‘no fault’ eviction notices 🏡
🔹 Keeping student tenancies as fixed terms rather than moving to periodic agreements 🎓
🔹 A requirement for landlords to provide evidence if asking tenants to move out due to a sale or personal move-in — within 16 weeks of the tenant leaving 📄
Following the Lords’ committee stage, there will be two more stages in the Lords before the Bill returns to the Commons for final agreement ahead of Royal Assent 👑
